Supplies needed
Filter needed for this Tutorial Eye candyFont of choice I used Perpetua Titling MT, Pristina

Open new layer 600 x 600
Rectangle tool > rectangle > stroke width 4 > tick stroke select white > un-tick fill
>Convert to raster layer
Plug-in > eye candy > gradient glow > settings below
Click on layer > duplicate > right click > merge down
New raster layer > magic wand tool > click inside rectangle so it becomes antalised
Set foreground colour to #3b0711 > select new layer while still antalised > flood fill > selections > select none
Text > Perpetua Titling MT > size 18 > set background colour to #6f0d20 > type Naughty 4 times
Highlight the four naughty text by holding down left mouse clicker > if done correctly the text will turn blue
> while highlighted right click and copy
Click at end of the last naughty > hit enter on keyboard > right click in text box and click paste
> repeat till your text lines fill the rectangle > convert to raster layer
Click on text layer > click normal and change to screen
Open and paste tube as new layer and position
Magic wand tool > click inside rectangle so it becomes antalised > selections > invert
> select the text layer > hit delete key on keyboard
While still selected select Tube layer > hit delete on keyboard > selections > select none
Text Perpetua Titling MT > size 8 > set background colour to white
> convert to raster layer > I positioned mine at the bottom of her skirt
Text > Imprint MT Shadow > 72 > image > rotate > free rotate
Convert to raster layer > drop opacity on layer to 60
Text > Pristina > 20 > image > rotate > free rotate > Convert to raster layer > drop opacity on layer to 80
Click on layers > right click > merge visible > SAVE
OPEN ANIMATION SHOP
Open tag > animation > resize > 80 %
Right click on tag > duplicate selected > repeat till you have 3 frames
Open a sparkle > hold down mouse and drag onto bow of frame 2
Animation > frame properties > set to 15 > save tag
